2013世界绿色设计论坛布鲁塞尔峰会石定寰参事致辞

尊敬的德瓦主席、张立荣公使，各位来宾，女士们，先生们，
    大家上午好！
    今天世界绿色设计论坛布鲁塞尔峰会再次在欧洲议会大厦召开，我作为论坛的中方主席，首先要对各位来宾的到来表示热烈欢迎，斌对各位热切关注绿色设计的朋友和那些为论坛成功举办做出积极贡献的朋友致以衷心谢意！
    在这里，我还要特别感谢欧洲议会、欧中友好协会、中国驻欧盟使团和新华社欧洲总分社对本届世界绿色设计论坛布鲁塞尔峰会的大力支持。
    世界绿色设计论坛是一个跨越国界、跨越文化的交流平台，我们笃行“创新驱动”与“绿色设计”理念，通过设计、投资、园区建设等手段和方式推动重点产业链的可持续发展。在经济、社会、环境对生态文明建设迫切需求的的背景下，世界绿色设计论坛的召开，又一次成为各国共同关注的热点。我们衷心地希望中欧双方在资本、技术、人才、设计创新等领域能有更多的交流与合作，为共同推进中欧绿色设计产业的发展，创造更多的商业机会和合作共赢的经济实体。
    在欧中建立全面战略伙伴关系十周年之际，中国政府将欧中在新能源、科技创新和绿色发展等领域的合作确定为中长期的重点发展目标。近年来，随着欧中双方合作的步伐不断提速，已经形成了比较成熟的合作机制。中国经济在改革开放方针推动下，经过三十多年来的高速发展，已进入一个重要的转型期，中国将更加注重以绿色、循环、低碳发展为重点的生态文明建设，并将其融入经济、社会、文化建设，如近几年，中国的节能环保产业与可再生能源产业取得很大进展。与城镇化建设、绿色交通、绿色建筑、绿色消费等领域紧密结合，绿色设计已成为促进绿色产业发展的源头，成为促进创新成果转化为现实生产力的重要手段。欧洲是世界上新能源产业发展最快的地区之一，聚集了大量的清洁能源、绿色建设、智能电网等新技术企业，我们要抓住这些机遇，将全球先进的节能环保技术、绿色建筑、绿色产品等引入中国，同时与世界各国一起共同为创造一个融合共生的地球环境不懈努力。我们相信，由绿色设计引领的绿色产业与绿色经济将科技与产业革命的重要组成部分，将为中欧乃至全球经济与技术合作的一个新的可持续发展增长点。
    在良好的欧中合作共赢氛围中，我们也欣喜的看到，2013世界绿色设计论坛布鲁塞尔峰会的国际影响力在日益增强，参与的群体从设计组织机构扩展到金融投资、教育、制造、研发、地产、信息技术、园区开发等几十个领域或专业。这些新兴产业的参与和介入，形成的实际项目合作或达成投资规模，使得2014布鲁塞尔峰会和扬州更加让人期待！
    今年5月，德瓦议员代表团来到访中国参加了世界绿色设计论坛扬州峰会，与中国的多个政府代表团和企业家们共同探讨了绿色设计与创新等话题，对中国的企业家启发很大。今天我在现场也看到了很多熟悉的面孔，希望能把一些有共鸣的绿色发展话题延续下去，同时也非常感谢你们对世界绿色设计论坛的支持，期待2014年扬州峰会能再次相见，也希望更多的外国朋友能来中国，与我们的中国政府和企业深度交流，共同促进绿色设计理念的传播、积极推动绿色技术、绿色材料、绿色生产方式的应用，为人类的可持续发展共同努力。

2013世界绿色设计论坛布鲁塞尔峰会德瓦致辞

Good morning ladies and gentlemen,
    I speak today, not only as a member of the European Parliament and as a British politician of some 40 years but also as an aeronautical engineer and  an environmental scientist; a fellow of the royal society for arts and commerce, established in 1751 in London. It is therefore with great pride that I welcome my distinguished co-chairman, His Excellency, Dinghuan Shi, and councilor of the state council of the people’s republic of China, who has done so much to advance science, technology and renewable energy throughout the world, thus future generation will thank him for his work. We now inaugurate this, the 4th World Green Design Forum.
    This is not the China-EU green design forum; this is the world green design forum. As a consequence of which we are sponsored by the United Nations environmental program, the international design league, the Swiss QSE Foundation, the Beijing dragon foundation, Xinhua News agency, China famous Brand and over 300 global companies in China, Europe and the rest of the world. In this hall today are some of the leading entrepreneurs and designers in the world who will lead the 21st century in making our whole world greener, more sustainable, more harmonious and a place for future generations to live in sustainable prosperity.
    Today, we openly acknowledge that both China and Europe find themselves in a ‘global race’ toward economic growth. The tragedy of this race is that we are so often deceived by a popular wisdom which tells us that playing wisely, playing fairly, playing sensible means playing weakly: that “Green Growth means weak growth”.
    I am encouraged to see so many here, who are convinced - or open to being convinced – otherwise. We represent the future – a collection of friends and colleagues who are prepared to look beyond the dangerous short-fix solutions presented by unsustainable energy and industry. My hope for today is that together we will deepen our realization that Green growth means smart growth - sustainable growth; long-sighted growth; STRONG growth.
    China has enjoyed some of the greatest economic growth of our time, and its foreign investment has made it one of most influential countries in the developing world. Last year say China become the African continent’s largest trading partner. With this scale and influence in mind, there is a truth which we in the West have at times failed to fully realize that: to whom much is given, much will be required.
    As another global economic power, Europe shares this immense responsibility with you: to grow and develop in a way that is mindful of our children… in a way that is mindful of those who are struggling most, at home and abroad. The effect of our unsustainable irresponsibility sends ripples of consequence across the World.
    It is such a simple idea, that to get sustainable development we need to start at the beginning. And the beginning is the design stage of the manufacturing and development process. So here we are at the very heart, the very inception of the concept of green environmental protection, to design everything from buildings to motor cars to utilities so they are green compatible and lead to sustainable evolution.
    Green innovation, industry and energy are the future. And, in certain areas, China has been a leading figure in shaping this future. China holds the largest wind power resources in the World – with the impressive prospect that China could meet all of its electricity demands by 2030 through wind power alone.
    We will be hearing more examples of China’s exceptional innovation potential today. It is clear that China has made significant steps in realizing the economic potential and wisdom of Green Technology.
    They have understood that the two aspects of protecting the environment and supporting the economy are far from mutually exclusive. They have understood that green investment can stimulate the nurture GDP growth, providing not only a sustainable and secure energy future, but real jobs in the short term.
    Our collective future hangs on the advancement of green technology and if we invest smartly, wisely and with the bigger picture in mind it will provide us with renewable energy, efficient production methods and long term economic growth.
    HOWEVER, this Forum will not allow us to rest on our laurels or slow or efforts. My hope is that it will push us further, and widen our perspective on the intelligence, potential and wisdom of Green innovation.
    As the Chairman of the EU-China Friendship Group in the European Parliament and the EU-China Friendship Association, I believe that we can respectfully share our progress with each other in this endeavor. Specifically, today, our challenge is to further our resolve to meet the  design stage of commodity manufacturing, in a spirit of good faith and in the joyful spirit of scientific discovery – for the good of our respective economies and the World as a whole.
    We need to reward the engineers and companies that contribute to the development of eco-friendly production processes and encourage green design, green procurement, green production and the green marketing of companies and manufacturers.
    Or we can continue to stall, trotting our short term fixes to a greater problem. We can continue to live in a world that year on year voraciously consumers more and more, lacking checks or hindrance, leaving the future to be someone else’s problem. The responsibility is tours to seize and what I see here today gives me the greatest hope and the utmost certainty that we will succeed.
